The New American Politics and the Balkans
From 1995 to 2017 American policy on the Balkans was static. All Balkan states were told they must join the EU and NATO if they wanted to be part of the West. Washington’s heavy-handed policy actually relieved Balkan leaders of responsibility of formulating their own policies. Serbia was essentially instructed to engage in the Brussels process, which has achieved very little except a continuing loss of sovereignty over Kosovo. The Trump administration has changed policy, telling Balkan countries that they could pretty much chart their own courses.
